In Florida's panhandle, the Choctawhatchee Basin Alliance has spent nearly three decades safeguarding one of the Gulf Coast's most biodiverse estuaries. With support from the J.W. Couch Foundation's 2022 Support Program grant, CBA continues its vital work in water monitoring, habitat restoration, and community education.

At sunrise over Choctawhatchee Bay, the water shimmers like hammered silver. A bottlenose dolphin breaks the surface near a shoreline of swaying seagrass. Overhead, an osprey wheels against a pale Florida sky. This 129-square-mile estuary in the northwest corner of the state is a living mosaic of life — and behind its enduring vitality stands a small but determined group of guardians.


The Choctawhatchee Basin Alliance (CBA) has been protecting this watershed since 1996, when a handful of scientists, educators, and citizens recognized that the bay's future depended on someone willing to fight for it. Born as an initiative of Northwest Florida State College, CBA was built on a powerful idea: that environmental stewardship and education are inseparable, and that science is most effective when it lives in the hands of the community it serves.

A Mission Rooted in Place

CBA's mission is refreshingly direct — to promote swimmable, fishable waterways through monitoring, education, restoration, and research. But behind that simple phrase is a complex, daily effort. Teams of scientists and trained volunteers test water quality at sites across the basin, tracking the health of streams, rivers, and the bay itself. Restoration crews rebuild oyster reefs, replant seagrass meadows, and revive damaged shorelines. Educators bring students into the field, turning kayaks and creek banks into living classrooms.


What makes CBA uniquely positioned to solve these challenges is its rare blend of academic rigor, local trust, and on-the-ground action. Few organizations can claim such a deep, sustained presence in a single watershed — and even fewer can mobilize the network of students, volunteers, and partners that CBA has cultivated over nearly three decades.
